Introduction The purpose of this job is to manage and coordinate the Human Resources Function of the Fund, by developing, establishing and monitoring the implementation of value add HR systems, processes, procedures and practices. This role is responsible for the effective and efficient delivery of Talent Management, Performance Management, Remuneration/Talent Value Proposition, Human Capital Development, HR Administration, Employee Relations, Employee Wellness, Facilities Management and Transport - and ensure that these areas drive the successful implementation of the Fund's business strategy. The role includes business partnering with line management by participating in business strategy development and facilitation of the execution of the business strategy across the Fund, whilst ensuring HR's contribution to strategic and operational objectives, as well as tracking impact using various metrics. Specification HR STRATEGY DEVELOPMENT & IMPLEMENTATION Develop, implement and interpret HR systems, processes and programmes for the effective execution of the Fund's strategy at departmental and corporate level. Scan the environment and develop strategies and solutions that will optimise the achievement of the Fund's strategic and operational objectives. Lead and manage the implementation of HR strategy and programmes. Coordinate, monitor and evaluate HR strategy execution using HR metrics and analytics tools. HR ADMINISTRATION Develop, Implement & Interpret HR Policies, Systems and Procedures. Review policies, systems and procedures for alignment with Fund's strategic direction. Monitor consistent and appropriate application of HR policies and procedures. Establish relationships with employees, ensuring coherence of Fund policies with country legislation and operational objectives of the Fund. Keep up-to-date record of Fund organograms at all times including updating all job descriptions. Overall responsibility for health & safety policies, processes and procedures within the Fund. Makes sure all key HR documents are available, translated and understood by employees at all levels. Makes sure all staff have the appropriate contracts and personal files are kept up-to-date at all time. Responsibility for HR Master Data and monitors appropriate entries in the HR & payroll system monthly Supervise preparation and payment of salaries at the end of each month. Ensures full compliance with tax legislation. Monthly reporting on impact of HR, HR value add, analytics and projections. Responsible for workforce planning processes as input into the Fund Talent Management Framework RECRUITMENT, INDUCTION, ORIENTATION & RETENTION Ensures that the Fund's Talent Value Proposition attracts, retains and is effective in positioning the Fund as an employer of choice. Overall responsibility for strategic recruitment, selection and employee on-boarding. Ensures adequacy of manning levels within Fund. Participate in the recruitment and decision making process for all staffing requirements. Ensure quality of recruitment process in collaboration with line management. Develop an orientation and induction program that will ensure that new employees transition well into their new roles. Organize and participate in the induction course. HR CONSULTING & BUSINESS PARTNERING Take a particularly vigilant position on behavioural issues, contribution of HR in the sustainability of the Fund, fairness of HR practices and policy and equity management. Through his/her own contribution, effectively contributes to embedment of High Performance Organisation Culture within the Fund, challenges peers and Executive to demonstrably measure progress towards this area using clear metrics and measures. Provide HR consultancy services to both employees and Management. HUMAN CAPITAL DEVELOPMENT Develop a complete and followed-up training program for all employees in consultation with line management based on business requirements. Analyse & identify training needs through supporting role played by Line Managers in this regard. Develops systems and processes to measure human capital development value add & impact Identifies training service providers, evaluates quality of courses, propose training actions and participate where necessary. Ensures coherence of individual training needs to be in line with operational objectives. Implements Training & Development Initiatives. REPORTING & COMMUNICATION •Coordinate information sharing on HR related issues. • Make all HR related information available to employees on a regular basis. • Develops and maintains HR dashboard for monthly, quarterly and annual reporting purposes designed to track progress on successful implementation of HR strategic imperatives and overall HR value add. PERFORMANCE MANAGEMENT • Ensure implementation and effectiveness of Performance Management System according to parameters, framework and procedure. • Continuously evaluates effectiveness of Fund's performance management system in contributing to Fund overall sustainability and viability . • Overall responsibility for all incentive programmes and ensures that these remain aligned to business strategy. MANAGING SUBORDINATES • Establish regular meetings with subordinates. • Ensure development of competencies amongst HR team. • Clarify roles of subordinates and compile standards. • Recruit suitability qualified and matched individuals for job positions. • Assign work to direct reporting subordinates. • Manage performance of subordinates and provide for their needs. • Identify training needs of subordinates and have needs addressed accordingly. • Handle discipline and grievances. EMPLOYEE RELATIONS • Manage adherence and consistent application of agreements and procedures. • Scan external ER environment and proactively anticipate changes/concerns & issues in the ER environment. • Manages and conduct negotiations and consultations. • Establish, improve and maintain employment relations systems e.g. negotiation framework, handling of grievances, discipline and appeals, workplace consultative forums etc. • Identify issues to be addressed with labour representative bodies. • Concludes agreements and manage implementation of agreements. • Compile and disseminate briefs on agreements. • Propose mandate for resolution of disputes. • Manage the administration of external dispute resolution forum. • Attend court cases and support legal counsel. • Follows up disciplinary measures and court cases. • Overall responsibility for effectiveness of Fund's conflict management and dismissal processes. EMPLOYEE WELLNESS • Overall responsibility for Fund's employee wellness programme. • Overall responsibility for Gym Facility and is Contracts Manager for outsourced gym management contractor. MANAGE HR BUDGET • Participates in budget preparation. • Compile and recommend budget for department • Ensure that HRM decisions (new jobs, salaries, training) are integrated with budget restrictions. • Manage HR department budget costs. HIRE TO RETIRE BUSINESS PROCESS OPTIMISATION • Benchmark all HR practices against best practice for continuous improvement & innovation Manage approved changes/ developments. • Recommend and manage implementation of business process improvement/optimisation/reengineering. • Champions project & change management for HR related strategic and operational initiatives. TALENT MANAGEMENT •Facilitate design, implementation and review of the Talent Management Framework & Strategy. • Overall responsibility for Fund's Career and Succession Management processes. FLEET MANAGEMENT • Overall responsibility for Fund Vehicle Fleet including ensuring effectiveness of Transport Management. • System and Processes. • Ensure adherence to Fleet Management Policy and Procedures, Transport Policy. • Manages Transport Budget and reports on any variances. MANAGE HR SYSTEMS & BENEFITS •Manage standardised of HR information systems. • Benchmark and recommend reviews of employment benefits. • Facilitate job evaluation and grading. • Ensures that Fund's Remuneration Strategy drives business success and remains competitive. FACILITIES MANAGEMENT •Overall responsibility for Fund's building assets. • Contracts Manager for outsourced building maintenance contractor. • Ensures that all Fund's buildings are properly and effectively maintained. • Manages building maintenance budget (Operational and Capex) and reports on all variances. • Ensures full utilization and maximisation of all rental opportunities for Fund's building assets, reports monthly on all rental revenues. • Ensures effective marketing plan for Fund's Conference Facilities to maximise rental revenue. Requirements SKILLS & COMPETENCIES: MS Office, problem solving, relationship building skills, conflict resolution, effective communication including presentation & reporting skills, planning, organizing and coordinating, team player, results orientation and complete finisher. KNOWLEDGE: Swaziland labour legislation, HR systems and processes including payroll systems. EXPERIENCE : A minimum 5 years relevant experience. Exposure to leading teams or projects would be ideal. EDUCATION/ TRAINING : Bachelor's Degree in Human Resources, Industrial Psychology, Social Sciences, Law, Business Administration or equivalent. Post Graduate Degree in HRM would be an added advantage.
